Community groups returned almost 70,000 free condoms last week after complaining that the paper packaging is flimsy, which could render the condoms ineffective, The Associated Press reported.
The D.C. Department of Health's HIV/AIDS Administration distributed the condoms as part of a campaign to fight AIDS in the District, The Washington Post reported.
Another 100,000 condoms were returned in early September, prompting a mid-September meeting in which city officials defended the condoms' safety and promised to replace remaining supplies with brand names, according to the AP.
A spokesperson for Mayor Adrian Fenty said last week that the agency has received 125,000 new condoms, with more shipments totaling 400,000 expected in the next two weeks, the Post reported.
